Jim Holshouser is a native of Watauga County, and a former governor of North Carolina.

His political career began with four terms in the General Assembly, where he was vice chairman of the House Judiciary and Rules committees. He served on the Study Commission on Reorganization of State Government and the Legislative Commission on Student Financial Aid. As governor, he served on the Executive Committee of the National Governors Conference, as chairman of the Southern Regional Education Board and the Southern Growth Policies Board, and as co-chairman of the Coastal Plains Regional Commission. He has served on the Committee on Court Study and as Chairman of the Sight and Life Committee, both for the North Carolina Bar Association.

Governor Holshouser is also active in North Carolina higher education. He is a member emeritus of the Board of Governors of the University of North Carolina, where he chaired the personnel and budget committees. He also headed the search committee that recommended UNC President Molly Broad. He has also served on the Board of Trustees of Davidson College and the Board of Advisors of Lees McRae College. He served as chairman of the Board of Trustees of St. Andrews Presbyterian College and co-chaired its capital campaign. In addition, he was a member of the Southern Regional Literacy Commission and the Governor's Commission on Literacy.

Health care is another of the governor's primary interests. He has served on the board of the United Network for Organ Sharing, and he is honorary chairman of the National Kidney Foundation of North Carolina. He is the vice chairman of the North Carolina Foundation for Advanced Health Programs, Inc.

From 1989 to 1993, Ernie served as Assistant Secretary of Economic Development for the North Carolina Department of Commerce.  In this role he had management oversight of programs dealing with business and industry recruitment, international trade development, finance programs supporting new and expanded facilities, travel and tourism promotion, and small business development.  Also he had the lead role in promoting and creating the Global TransPark and in dealing with environmentally sensitive projects, such as the siting of a hazardous waste incinerator.

                Accomplishments attained during his tenure with the state included leading the country in three out of four years in recruiting large facilities; leading in two out of four years in recruiting international companies; leading two out of four years in recruiting research and development facilities; and being recognized four out of four years as the top state recruitment program in the country.

                Upon leaving state service in 1993 Ernie joined the law firm of Sanford Holshouser LLP.  His practice has focused since then on legal matters dealing with economic development organizations and in assisting companies in site selection projects.  He has particular expertise in matters dealing with public finance, incentives, nonprofit organizations and public-private partnerships.  Ernie has done work for and represented numerous local and regional economic development organizations in the State.  His practice experience makes him exceptionally well suited to work with companies considering new business locations, expansions, restructuring financing and international business dealings.  Also Ernie has extensive experience in government relations and lobbying matters. 

As a result of Ernie’s work in economic development, Sanford Holshouser LLP was recognized in 2008 by Southern Business & Development magazine as one of the “Top 10 Law Firms that Understand Economic Development”, in the seventeen southern states covered by that publication.

                Ernie Pearson is the founding partner of The Sanford Holshouser Business Development Group an economic development consulting firm.  This Group has handled numerous economic development consulting assignments in several states to include North Carolina, South Carolina, Virginia and Minnesota.  Through involvement with the law firm of Sanford Holshouser LLP and this economic development consulting Group, he has a unique insight into how to blend economic development and legal considerations seamlessly.

                Ernie has served on numerous boards and commissions dealing with economic development.  He is currently an active member of the Economic Development Committee of North Carolina’s Chamber.

                Ernie obtained a Bachelor of Arts degree with high honors in political science from North Carolina State University in 1972, and earned a Juris Doctor Degree from the University of North Carolina at Chapel Hill in 1975.  Ernie is married to Barbara Pearson and has five children.  He resides in Holly Springs, North Carolina.

Bob Jessup was elected to the Order of the Coif. Mr. Jessup serves as Sanford Holshouser's lead lawyer in representing North Carolina clients on local government finance matters. His practice focuses on assisting counties, cities and towns, as well as special governmental units and quasi-governmental entities, on a wide range of capital financing techniques, and he provides special expertise to the Firm's economic development practice in matters of local government contracting and finance.

Along with his extensive experience with general obligation bonds, Mr. Jessup has served as the principally responsible lawyer for utility revenue bond issues in North Carolina and Virginia, public and private college financings in Virginia, North Carolina, and South Carolina, on North Carolina special obligation bond issues (including work as underwriter's counsel on the first publicly-offered special obligation bond issue), industrial revenue bond issues, multi-family housing revenue bond issues, and hospital revenue bond issues. This broad experience has made him familiar with a wide range of techniques for solving particular legal and financial issues that arise in the course of a public finance transaction.

Mr. Jessup is an experienced lender's and underwriter's counsel for North Carolina general obligation bond, municipal revenue bond and 160A-20 installment financing transactions. This experience gives him special understanding of the concerns and issues that face lenders and underwriters. In 1991, Mr. Jessup introduced a new format for the disclosure document used in publicly-offered negotiated bond transactions (that is, the “official statement”) that still is in wide use among law firms in North Carolina.

Mr. Jessup has served as an adjunct instructor at the University of North Carolina School of Law and as a member of the Section Council for the Law Practice Management Section of the North Carolina Bar Association. He is admitted to practice in Virginia and North Carolina and is a member of the National Association of Bond Lawyers.

David Garrett brings a broad range of experience and artistic personality to the Firm. Focusing primarily on issues surrounding economic development, his work revolves around managing the details to successfully close commercial land transactions, corporate and municipal land acquisitions, annexation, condemnation, zoning, mergers and acquisitions, corporate formation, nonprofit status recognition, corporate immigration, human resource issues, and litigation at all levels, from trial court to appeals.

Having studied music at the University of Cincinnati's College Conservatory and at Brevard, North Carolina, David has a Bachelor of Education in Music from the University of Toledo, a Master of Music degree from Bowling Green State University and obtained his Juris Doctor from the University of Toledo while working as a professional musician in the Toledo, Ohio and Detroit, Michigan areas. David ‘s artistic background and broad research experience using quantitative, qualitative, and legal research methodologies yields attention to detail and a fresh approach to solving problems. He has assisted in compiling chapters on forum non conveniens, transfer, and conflict of laws in one of the leading hornbooks on federal civil procedure, the application of the consensual encounter doctrine in encounters with law enforcement officials in airports, as well as performing one of the first qualitative studies in the development of aesthetic awareness in children.

David has been an active member in the national Federalist Society, and now is a member of the North Carolina Bar Association, the American Immigration Lawyer's Association, the North Carolina Economic Development Association, and the 10th Judicial District Bar. David is admitted to practice in North Carolina, the Eastern District Court of North Carolina, and the Fourth Circuit Court of Appeals.

Larry Cobb was born in Teaneck, New Jersey. He joined Sanford Holshouser LLP in 1997, after eight years as a member of the N.C. Utilities Commission.

Mr. Cobb worked for a year as a legal research assistant at the Institute of Government at Chapel Hill before receiving a direct commission into the United States Air Force Judge Advocate General Corps. He retired as a colonel after three years active duty and twenty-seven years in the Reserve. Mr. Cobb was in private practice in Charlotte from 1962 to 1989 with Fairley, Hamrick, Monteith & Cobb and its successor firms.

He served in the N.C. House of Representatives from 1971 to 1976, and in the N.C. Senate from 1985 to 1989, and he was elected as Minority Leader in both bodies. He was a member of the Advisory Budget Commission and the Courts Commission. He chaired the Governor's Highway Safety Commission and the Governor's Crime Commission. He was a member of the University of North Carolina Board of Governors from 1977 to 1985, and of the boards of visitors of the Chapel Hill and Charlotte campuses.

Mr. Cobb has been an officer or director of many organizations, including Lawyers of North Carolina, Inc.; the UNCC Athletic Foundation; Alpha Sigma of Chi Psi, Inc.; the UNC Law School Association; the Lions Club; the American Cancer Society; the Kidney Foundation of Mecklenburg County; and the Epilepsy Association. Mr. Cobb also served on the Auditorium-Coliseum-Civic Center Authority in Charlotte from 1982 until 1988.

Mr. Cobb has been active in the Republican Party. He was the North Carolina chairman of the George Bush for President Committee in 1980 and in 1988.

He is admitted to practice in North Carolina and before the United States Supreme Court.

Sam Whitt joined The Sanford Holshouser LLP in 1997 and is currently of counsel.

Mr. Whitt has a uniquely diversified practice. He has represented corporate clients ranging from start-up ventures to Fortune 500 companies. He handles mergers, acquisitions, and a variety of transactional matters.

Having served as General Counsel, Chief Operating Officer and President of several venture-backed companies, he has developed special expertise in representing start-up companies in the Research Triangle Park. Mr. Whitt has participated in numerous venture financing activities and, with his hands-on experience, provides guidance on many client needs, including legal, financing, business development and corporate strategy.

Another area of his expertise is economic development. Mr. Whitt is general counsel to a nonprofit organization that promotes development across North Carolina. He works with numerous tax-exempt entities engaged in economic development throughout the state.

He has been active in public finance and has participated in numerous tax-exempt financings for both municipalities and expanding businesses.

He also has expertise in estate planning, with a focus on trusts, foundations, and other planning techniques.

Mr. Whitt is a native of Vienna, Virginia. He is a member of the North Carolina Bar Association, Wake County Bar Association, the N.C. Economic Developers Association, and American Corporate Counsel Association. He is active in a local troop of the Boy Scouts of America.

Mr. Diab currently serves in  an  of Counsel capacity for Sanford Holshouser LLP.  His expertise lies in the areas of Business Immigration and International Law Practice, having spent much of his law school and early legal career developing a practice in these areas.  His previous work experiences include service at the United Nations and The Organization of American States.  After  joining the Firm in 1997, he directed and developed the Firm's Business Immigration and International Law Practice, which nicely compliments the Firm's existing governmental and corporate practices.
